Western Pennsylvania has no loan-limit problem and a rising market. The variable worth pinning down is the local transfer tax, because you meet it on both deeds.

The limit is not the issue

Allegheny County sits at the $832,750 national baseline, as do 66 of Pennsylvania's 67 counties. Western Pennsylvania prices run well below that figure, so a move-up here stays inside agency financing at any realistic price point.

That keeps the departing-residence rules published rather than investor-set: the offset at gross rent times 75% less that property's PITIA, no leases as income documentation, and six months of reserves under 12 months of property management experience. See the loan limits page.

The variable worth pinning down

Pennsylvania's realty transfer tax is 1 percent at state level on the value of real estate transferred, and the Department of Revenue states it is collected, often along with an additional local realty transfer tax, by county Recorders of Deeds, with locals able to share theirs among school districts and municipalities.

Local rates differ across western Pennsylvania municipalities and school districts. We have not verified them and publish none. The Recorder of Deeds or your closing agent will give you the exact figure for your parcel.

Worth doing early, because a buy-before-you-sell crosses the tax twice. See the transfer tax page.

And that shapes the structure choice

Keeping the departing home as a rental records one deed rather than two, removing a taxable transfer. Whether that outweighs forgoing the sale proceeds depends on the local rate and on the value of the departing home, which is precisely why the rate belongs in the comparison.

See the structures page and the rental conversion page.

A cooperative market

Every Pennsylvania metro we track rose year over year as of August 2026. Rising values shorten expected marketing time, which is the input bridge structures use to set reserve tiers, so all three structures remain genuinely live here rather than being narrowed by a slow market.

Frequently asked questions

What is the conforming loan limit in Allegheny County?

$832,750 on one unit for 2026, the national baseline that applies in 66 of Pennsylvania's 67 counties. Only Pike County is higher, at $1,209,750.

What is Pittsburgh's realty transfer tax rate?

The state portion is 1 percent of the value of real estate transferred, and a local realty transfer tax is collected alongside it by the county Recorder of Deeds. Local rates are not published on the Department of Revenue's page, so confirm the current figure with your closing agent or the Recorder of Deeds.

Does the loan limit constrain a Pittsburgh move-up?

Rarely. Western Pennsylvania prices run well below the $832,750 baseline, so files stay inside agency financing where the departing-residence rules in Fannie Mae B3-3.8-05 are published rather than investor-specific.
